NCE takes fresh position on Controversy over payment of retirement benefits of LG workers, Teachers
The National Council on Establishments (NCE) has reached some far reaching decisions on the workings of the public service in the country.
At its 42th meeting held in December, 2020 in lkeja, Logos State and a circular recently issued by the Head of Service of the Federation, Mrs Folashade Yemi-Esan, the Council discussed the matter and upheld the application and validity of extent Circulars, Ref. No. GHQ/CGS/925 of 10th September, 1987 on: “Review of Local Government Pension Fund” and: Ref. No. PNA.32760/S.l9/T I /31

RESPONSIBILITY FOR PAYMENT OF RETIREMENT BENEFITS TO PRIMARY SCHOOL TEACHERS AND OTHER lOCAL GOVERNMENT STAFF
The controversy over the appropriate tier of government that is responsible for the payment of retirement benefits to primary school teachers and other local government staff was brought to the attention of the National Council on Establishments (NCE) at its 42th meeting held in December, 2020 in lkeja, Logos State.
The Council discussed the matter and upheld the application and validity of extent Circulars, Ref. No. GHQ/CGS/925 of 10th September, 1987 on: “Review of Local Government Pension Fund” and: Ref. No. PNA.32760/S.l9/T I /31 of 14th February, 2003 on: “Responsibility for Payment of Retirement Benefits of Primary School Teachers and Other Local Government Staff”.
2. Accordingly, in line with the provisions of the two circulars, the respective Local Governments’ Pension Boards in the States of the Federation shall continue to bear the responsibility for such payments.
3. This Circular complements the earlier ones referred to in the preceding paragraph.
4. Please, bring the contents of this circular to the attention of all concerned for compliance.
