
Normalcy has returned to the secretariat of Owo Local Government in Ondo State as the Vice Chairman, Hon. Hamed Ibrahim, today assumed the role of the Council Acting Chairman, following the suspension of the LG Executive Chairman, Hon. Tope Omolayo, over allegations of gross misconduct and abuse of office.
On assumption of office as the Acting Chairman, Ibrahim called for peace, political stability and collaboration amongst the stakeholders.
In his first official engagement, Hon. Ibrahim met with members of the Legislative Council at the council chambers on Wednesday, October 22, 2025.
During the meeting, the Acting Chairman acknowledged the difficult circumstances under which he assumed office but emphasized the need for unity and a shared focus on the development of Owo.
Addressing the Councillors, Hon. Ibrahim appealed for calm and urged all parties to work together to restore normalcy; “This is not the time for division or blame. We must put the interests of Owo first, ensuring that this local government continues to function efficiently for the benefit of our people.”
The Acting Chairman assured the Legislative Council of his commitment to fulfilling his official duties responsibly.
He called on the legislators to support the current administration in maintaining stability and fostering an atmosphere of mutual respect and collaboration.
“Honorable Members of the Owo Legislative Council, I stand before you today with a heavy heart, deeply unsettled by the circumstances that have brought us to this point. It is no secret that these are trying times for the Owo Local Government, and while I may not have wished for this responsibility to come under such conditions, I recognize the weight of the obligation now placed on my shoulders.
“Let me begin by stating clearly that I respect the authority of this House and the decisions it has made. I am fully aware of the constitutional role you play as the legislative arm of government, and I acknowledge the duty you have discharged in reaching your conclusions.
“While the developments are unfortunate and deeply concerning, I have no intention of questioning the motives or judgments of this House.
“However, I cannot hide my personal sadness over what this means for the unity and image of our local government. We are now in a situation that demands an extraordinary level of focus, discipline, and collaboration to steer the ship forward. This is not the way any of us would have wanted the affairs of our local government to unfold, but here we are, and responsibility must be taken.
“As the Acting Chairman, I will carry out my duties with the utmost respect for the laws of the land and the resolutions of this House. I am here to serve, not to dwell on the past or cast blame. The decision you have made is yours to make, and my role is to ensure that governance continues without disruption.
“I only ask that we all reflect deeply on how we got here and what lessons can be drawn from this. The trust of the people is fragile, and while I will not dwell on the specifics of what has transpired, I urge us all to remember the gravity of the positions we hold. The people of Owo look to us for leadership, and it is our collective responsibility to ensure that we do not let them down.
“I will respect the processes that have unfolded and the decisions of this honorable House. My focus, for now, is to ensure that the administration remains functional and that the duties of governance are carried out without interruption. I trust that as we move forward, the same sense of responsibility that guided your actions will continue to guide us all in the days ahead.
LEGISLATORS’ RESPONSE
The Legislative Council, spoke through Hon. Doyin Adebayo, expressed their willingness to work with the Acting Chairman to ensure the smooth running of the local government.
The Councillors reiterated their commitment to accountability and pledged to support initiatives that promote peace, development, and good governance.
“The Owo Legislative Council resumed its official duties today with a firm commitment to addressing key issues affecting the development and security of Owo Local Government. Following recent events, the Council remains focused on fostering unity, ensuring safety, and driving inclusive governance for the benefit of all citizens.
“As part of today’s proceedings, the Council invited the Acting Chairman, Hon. Hamed Ibrahim, to the floor of the House. During his appearance, the following critical points were discussed and emphasized:
“Strengthening Relationships with Traditional Institutions: The Acting Chairman was charged with the responsibility of bridging any existing gaps between the council and traditional institutions.
“Traditional rulers and community leaders are pivotal to the peace and development of Owo. Hon. Ibrahim was encouraged to engage them in dialogue, foster mutual respect, and work collaboratively to promote unity and progress.
“Addressing Security Concerns: recent incidents of kidnappings in certain areas have raised concerns. The Acting Chairman was urged to prioritize security by working closely with law enforcement agencies, traditional leaders, and community stakeholders to implement proactive measures that ensure the safety of lives and properties.
“The Council emphasized the importance of vigilance and encouraged the Acting Chairman to use all inclusive approach to prevent further incidents.
“Promoting Inclusive Governance: Hon. Ibrahim was advised to adopt an open and inclusive approach to governance, ensuring that all stakeholders, regardless of political or social affiliations, are carried along in decision-making processes.
“Transparency, fairness, and equity in the allocation of resources and execution of projects were highlighted as key to rebuilding public trust and confidence in governance.
“Upholding Unity and Cautioning Against Divisive Utterances: The Council reminded the Acting Chairman to guard against any statements or actions that could lead to misunderstanding or discord within the community.
“Hon. Ibrahim was advised to promote peace and harmony in all engagements with stakeholders, ensuring that governance remains focused on the welfare of the people.
